New company to build NECS

The formation of National E-Conveyancing Development Ltd (NECDL) in January 2010 is a major milestone for NECS.
Following agreement of the Council of Australian Governments (COAG) last year, the company is to take the next critical steps towards a single national electronic conveyancing system for Australia.  This development has been acclaimed by all key stakeholder groups.
NECDL has been established and funded by the governments of Queensland, NSW and Victoria to progress the work previously being guided by the National Steering Committee.  The other State and Territory governments will have an opportunity to join NECDL at a later date.
The company is chaired by Alan Cameron AM, a lawyer and former Chairman of the Australian Securities and Investments Commission, who brings extensive business and governance skills to the company critical to its task.  Mr Cameron is also a non-executive director of NECDL.
The National Electronic Conveyancing Office (NECO) has been leading national consultation among industry and government stakeholders for the past four years and will continue with its work during a transition period.  NECO is a member of LIXI and is working with LIXI to complete the National Electronic Conveyancing Data Standard. It is a key strategic objective of LIXI to assist in successfully delivering the standard in the required timeframes. When NECDL becomes fully operational it will pick up what NECO has done and set its own work program.
The company aims to make all of the key provisioning decisions, progress essential national infrastructure to support the system, develop a detailed implementation plan in consultation with key stakeholder groups, oversee the readiness planning of participant groups and have everything in order for an operating company to take over in 2011.
The Executive Director of NECO & LIXI director, Simon Libbis, said that he is looking forward to working with NECDL to achieve a smooth transition. He remains confident that NECS will become a reality, COAG’s commitment to electronic conveyancing will be achieved and a very worthwhile contribution to the future efficiency of the Australian economy will be delivered.  LIXI looks forward to working with the new structure.
